How To Apply for Passport in Pakistan

 

Passport Application Process

There are two types of Passport Application processes:

  • Online Passport Renewal For Overseas Pakistanis  
  • Steps at Regional Passport Office / Pakistan Mission Abroad for New / Renewal / Modification Case

Online Passport Renewal For Overseas Pakistanis

Note: Currently, the online passport Renewal is for overseas Pakistanis and this service is available for applicants outside Pakistan. We will discuss it in detail in other article.

 

Steps at Regional Passport Office / Pakistan Mission Abroad:

To obtain a Machine-Readable Passport (MRP), the applicant must go through the procedures outlined below at regional passport offices in Pakistan and Pakistani embassies abroad:

 

NOTE: Before arrival at the Regional Passport Office (RPO), the Original Bank Challan receipt must be acquired by depositing the Prescribed Passport Fee.

How To Apply for Passport in Pakistan

 

 Here are the Summary of procedure and steps:

  • The arrival of the Applicant at the Customer Service Counter.
  • Token Counter + Capturing of Photograph
  • Biometrics/Finger Prints capture.
  • Data Entry.
  • Verification as per Office Record. (ECL/BL)
  •   Interview and Decision by Assistant Director.
  •   Passport Delivery (Collection of Passport)

NOTE: Steps 2 through 5 must be processed at a single desk in the Regional Passport Offices in Pakistan where the One Window facilitation desk has been established.

 

Step 1 – Arrival of Applicant at Customer Service Counter

  • The applicant will go to the Regional Passport Office's customer service desk.
  •   The applicant will receive instructions on the system's workflow for passport applications.
  •   The applicant will be sent to the token counter once they have the necessary documentation.

Step 2 – Token Counter + Capturing of Photograph

  • The applicant must present the original CNIC, Smart Card, NICOP, or Children Registration Certificate (CRC), as applicable, together with copies of each document and a Bank Challan Form, if they are under the age of 18.
  •   The official will start collecting the applicant's information, such as their photo, CNIC number, payment method, and application type.
  •    
  • Token will be issued to the Applicant.
  • The applicant needs to double-check all of the information on the token, including the application type, priority type, CNIC/CRC number, and amount of fee paid.
  •  He must notify an official at the token Counter right away if there is any discrepancy. If not, the applicant must repeat each of the next steps.

 

Step 3 – Bio-metric Data Capture (Finger Prints)

·        • The applicant will proceed to the bio-metric counter as soon as his token number shows at the bio-metric capturing counter after receiving the token.

• The counter employee will make imprints of his right thumb, right index finger, left thumb, and left index finger.

 

Step 4 – Data Entry

NOTE: Provide your valid mobile no. / email id at Data Entry Stage, during the passport applying process, to receive your passport status via SMS / email from 9988 / Email Rabta Service.

 

·        • As soon as his token number appears on the counter, the applicant will go to the data entry counters.

·        • While the applicant can see the data entry screen, the official will enter all the applicant's necessary information.

·        • The applicant should advise the official accordingly if any data changes occur. The operator will print the data entry form once it has been completed and hand it to the applicant for rechecking and confirmation.

·        By signing the Form, the Applicant attests that all of its contents are correct.

·        The applicant will receive the Form for additional processing.

NOTE: AT THIS STAGE, ANY CHANGE IN THE DATA SHOULD BE HIGHLIGHTED. THE TOKEN WILL NOT BE CANCELLED FOR ANY MODIFICATIONS ONCE THE INFORMATION HAS BEEN SAVED, AND THE APPLICANT WILL RE-EXPERIENCE THE WHOLE PROCESS. NO CHANGE IN THE DATA WILL BE POSSIBLE AFTER THE ASSISTANT DIRECTOR GIVES THE DATA "GO AHEAD."

 

Step 5 – Verification as per Office Record (ECL/BL)

  • The applicant will come to the ECL/BL Desk prepared, and the official at the desk will stamp the data form with a clearance stamp after verifying the record against the Exit Control List (ECL) and Black List (BL).
  •   If a person is included on the ECL or BL, their passport application will be delayed until that person is taken off the list in accordance with the SOP.

 

Step 6 – Interview & Decision by Assistant Director

  • After that, the applicant will show up before the assistant director or officer in charge along with all necessary paperwork and the data form when his token number comes on the decision counter.

  • Interviewing the applicant will allow the assistant director or officer in charge to ascertain the applicant's national status and reliability. When he is satisfied, he will give the case the go-ahead. Otherwise, he can request more paperwork. If necessary, he will report the matter to the Security Agency so that it can determine whether the applicant is a citizen of Pakistan.

  • The Assistant Director will delay the case of the Applicant who is under the age of 18 and will give the Applicant the printed Form to have a Government Gazetted officer attest to his information.

  • Along with stamping the form with an official by-name stamp, the attestant must also put their CNIC number or contact number.

  • The delayed token of a minor shall be permitted to proceed upon provision of data form (duly attested).

  • After the Assistant Director gives the okay, the applicant can depart the passport office once the procedure is finished by using the token created at Step 2.

  • The applicant may also leave the office in the event that the matter is postponed due to the need for additional documents or if the Assistant Director or Officer In-Charge refers the case to the Security Agency for determination of National Status. The remaining steps will be taken after receiving the documents and clearance report from the Security Agency. When the clearance report is received, the applicant will be telephoned and informed.

Passport Delivery (Collection of Passport)

After successful completion of the above stages:-

  • On the specified date, the applicant will go to the Passport Delivery counter and the Original Token to pick up their passport.

  • Only the applicant or a blood related will get delivery of the passport. Along with the original token, the applicant may also deliver a passport on an authority letter. However, a letter of authority will not be used to give a child's passport.

  • In Pakistan, the applicant will also be informed via SMS service 9988 of the status of their passport. In contrast, if overseas Pakistanis provide their proper mobile number and email address throughout the data entry process, the Email Rabta service will update them of their passport status.

NOTE: Passports sent from the Production facility for delivery to the applicants within the allowed processing time can be tracked through SMS Service / Helpline to reach their destination, i.e., the designated Regional Passport Office (RPO) or Foreign Mission (FM); however, it may take some time for the shipment.
